At what point does it fail? Does the tool options change to Text does the
cursor change to a A Give us the steps You have taken Is it on a new image
or are you adding text to another image

| Made new image 400x400, white, background only. Clicked A in tool bar, came
back to new image and an A shows on the image but nothing else happens when
you click within the image.

It may have accidentally got dragged of the visible window
try pressing and holding down the Crtl + Shift key with the T. That should
centre all the palettes
