As in navigation buttons for websites.

Does anyone here have any experience in creating the type of buttons that can be
used on a website for navigation and linking to other sites and pages? I/m using
some that can be created online at a site called cooltext.com, but I'd like to
try and design my own. I realize it's just a graphics project, but I really
don't know where to start. I'd like to make something like the ones I'm using,
but with room for a little more text, as the ones on cooltext limit the number
of characters.

If you want to see what I'm talking about, go to www.drivetosurvive.org and look
at the buttons on the left. This is what I have in mind, though anything even
more creative would be fine. Is there a source for blanks that can be modified,
like pipes? A Google search found nothing. Thanks in advance.

Yes - these can be created in PSP handily! Saving them in PSP format with unmerged layers so you can use them again and again. If you start with a blank new image and use the Preset Shapes. You can use the ones already there (see below) - a variety of shapes, types, and colors (including round ones) - or create your own using the rounded rectangle shape and flood filling with the color of your choice.
