How do you circle an object and then add text to it

| I would like to be able to circle a picture and then put notes out to
the side, I use these as illustrations in training documents, I can do
it in microsoft paint but it is very limited, but I can't seem to find
the correct tools in Paint shop pro 9. Any help would be appreciated.

I am not sure, but guess that you want to remove the part of the
picture that is outside a circle, leaving a white background on
which to write text. Please correct me if that is wrong.
1. Layers > Merge > Merge All (Flatten). This will be greyed out if
the picture is already a background layer.
2. Activate the Selection tool with Selection type = Circle, Mode =
Replace, Feather = 0 and un-check Anti-alias. Drag out a circle of
the correct size with the left mouse button. Position it with the
right mouse button.
3. On the Materials palette, right-click the small Background and
Fill Color box. Set it to white.
4. Selections > Invert. Press Delete.
5. Activate the Text tool. Select a font and size. Set Stroke width
= 0. On the Materials palette, set the Background and Fill
Properties box to the color you want for text. Enter your text.
6. If you need more room, Image > Canvas will enlarge the canvas.

| Actually what I'm doing is basically taking a screen shot and marking
this screenshot with Notes and may be circling or placing a box or
arrows pointing to it.

Paste the picture into a larger canvas so you have room to work. Click the
Preset Shape Tool on the toolbar, which lookes like a circle in front of a
rectangle. Now on the Options toolbar you can switch the shape to "Ellipse"
and draw one around your picture (Hold down Shift to make a true circle).
Then click the Text tool on the toolbar and add your notes on the side.

Follow-up: Use the Pen tool to draw arrows. On the Options bar, uncheck
"Contiguous" and change "Line Style" to "Arrowhead End."

| One More question sometimes I have to takeout small part of the image
How I do I fill it back with the same background.( Example: Picture of
truck in a yard but I want to remove a bush and replace it with the
grass that is in the picture)

You have to do that by hand. You can use the Clone Brush to sample parts of
the grass and "paint" over the bush.
You could also use the Selection tools to copy and paste a patch of grass
over the bush, and feather the edges to blend it in.

The most common among several methods is the clone brush. Find
directions for using it at Help > Index > Clone Brush tool.
