Yes. Assuming you mean what I think you mean, promote the
image to a layer with Layers > Promote Background Layer,
grab a soft Eraser Brush and erase away. Then again, "fade"
may mean something else to you. You might instead want to
run a Soften Brush around the edge of the face to blend it
into its surroundings. Or you might want to select the
face, paste it as a new layer into another image and then
turn down the opacity of the pasted layer to make the face
look ghostly. Or ... who knows? If you could post a link to
something on the web that is similar to what you want to
achieve, you are likely to get advice that is more directly
relevant to your needs. Here are some links on fading image
content that may help:

Please don't post binaries to a text-only newsgroup. A lot of
people won't see your message since many servers strip illegal
posts.

A simple way to go is this:
1. Layers > Promote Background Layer
2. Make a circular or oval selection in the center of the
face using the Selection tool.
3. Selections > Modify > Inside/Outside Feather. Set the mode
to Outside and increase the size of the feather until it
has the appearance you want.
4. Selections > Invert then press the Delete key. Everything
outside the face should be deleted and the edges of the
face should be partly deleted.
5. Layers > Merge All. This will put white under the picture
in the deleted and partly deleted areas.
Other approaches are described in the links I gave you. The
most flexible is to paint a mask onto the image.
