Author Photo to comic tutorial

I'm looking for an old tutorial on how to take a photograph image and turn
it into an image that looks like a comic book cell. There is a commercial
on tv about investing that has been doing lately except for the iamges moves
as the person in the image speaks. I've tried the photo to cartoon tutorial
but it is not the correct effect. Thanks for the help. Google hasn't
provided me with anything.

If the tutorial that you're looking for is the one that used to be on
