| If I set the grid color to black in PSP7.04, it shows fine. If I set it
to blue, it is white. If I set it to burgundy, it is black. How do I
create a blue grid?

This may be due to an image of reduced color depth, less than full
color, whose palette does not contain your chosen grid color. PSP
substitutes something "near" from the palette.
Try Colors > Increase Color Depth > 16 Million Colors. Now can you
make a grid of any color you choose?
