This is a cool tutorial for Photoshop, but I was wondering if there is
there a way to duplicate this effect using Paint Shop Pro instead of
Photoshop?

In old Psp's you would use the wave effect in latter PSP's, the mesh warp.
And no need to rotate. But even better is crumpled paper By using the dodge
and burn tools to add the creases

I've got all the versions of PSP and I don't see mesh warp, or crumpled
paper in any of 'em. Plug-ins?

No. See Help > Index > Warping Images for the warp. See Help >
Search > Crumpled for crumpled paper.

tools bar in X it next to the last along with the warp brush.

crumpled paper was a reference to creating crumpled paper by warping the
sheet and text then drawing creases on to it by adding shadows by the use of
the burn to darken and dodge to add high lights.

In PSP 8 and 9 it is in the group of tools second from the top of the
Tools toolbar, which includes Deform, Straighten and Perspective
Correction as well. You will need to click the small arrowhead beside
that icon to select a tool other than the currently displayed one.
In PSP X it is in a different place... click the small arrowhead beside
the Warp Brush (second from the bottom) to get to it.

Crumpled Paper is one or more of the textures available via Effects >
Texture Effects > Texture.

Thanks for all the replies. I found the tools, but I've still no clue
how to emulate the Photoshop tutorial.
