Author installation error

For certain reason I had to reorganize the distribution of my program
files on my HDD storage system. Therefore I uninstalled my PSP8, no
problem because I have the original CD 01-PSP8-DE and the downloaded
patch PSP810DEp.exe.
Now when I reinstall PSP8, installation runs well. Patch not yet
installed!
When I start PSP8 from the icon on the desktop, initialization stops
with error saying:
" Mindestens eine Befehlsbibliothek fehlt (81 Befehle gefunden, 590
erwartet). Sie m=FCssen Paint Shop Pro m=F6glicherweise neu installieren.=
"
=3D One installation library is missing (81 commands found, 590 expected=
)
Probably you will have to reinstall PSP.

On the flash picture, where the activities during initialization are
shown the text reads:
"Jasc ToolText.dll".

Please advise what I can do to get my system in working order.

I have contacted the Jasc Support and received the answer, that I have
to update my Windows 98SE but there is nothing to update, I have latest
issues.

My system: MS98 SE, Processor 990MHz Ram 256 MB, everything fine (for
PSP8)

Two things to look at are:

Check that Internet Explorer is up to date. Even if you use another
browser, PSP requires some of the Windows 98 functions that
Microsoft updated with IE patches.

Some of the old registry entries that now point to the wrong disk
locations might have remained after un-installing PSP. Here are
instructions for a thorough clean-up that should remove them all:

Firstly make a trip to Windows Update and double check that you are
fully up to date including Internet Explorer 6 sp1. You don't need to
use that as a web browser, but Windows 98SE needs some of the files that
are only installed with it to be completely up to date. Then download
ftp://ftp.jasc.com/pub/ZapJasc.exe and run it. Pick PSP8 from the
dropdown list of programs and tick the four boxes to the right. This
will totally clean out the PSP8 section of the registry as well as any
corrupted scraps of both PSP and its Windows Installer files. Reboot
your computer.
To make sure that there are no system files that have been corrupted or
overwritten by old versions, run System File Checker. (see
http://www.windows-help.net/windows98/start-142.shtml).
Then use Ctrl + Alt + Delete to shutdown everything except Explorer and
Systray... especially make sure your antivirus software is off or
paused. Then install PSP8 and the 8.10 patch. For the German edition
there is also a further 8.103 patch

No, I collect all my program files on unit D under winprog\Name in this
case ..PSP8 and ..PSP8 Anim
My C is Fat 16 because I have some valuable DOS remains like ACAD 12
etc. Therefore I try to keep C as small as possible to save enough space
for the ever growing REGISTRY.

Thank you for your useful hints.
I have done everything suggested (Karl Frisk and Tim), I cleaned my
registry with several tools (from jasc, from jv16, Finnish reg tool) I
checked my Internet Explorer (is latest version, new set-up stated every
thing o.k.) I checked my MSWin98 SE with System File Checker, one file
found and repaired (RSRC32.DLL)

Result =3D zero. The same procedure as every start of PSP 8

Now who knows a solution or has experienced similar trouble?

What I will do next is to radically extinguish IE6 and reinstall PSP 8
after carefully clean-up.
On the CD there is an old version of IE (5?) . now when PSP 8 is
installed, it will see that there is no IEx and use the EIx from the CD.
Later I can upgrade to EI6 SP1.

Any other ideas?
