Painter will do this effect easy. You are using the wrong software if you
are using PSP.

At $300, I think not. Nor do I think that someone posting from a Macintosh
(User-Agent: Microsoft-Outlook-Express-Macintosh-Edition/5.02.2022) can speak
with any degree of authority on this matter...

I can indeed type to you with authority, because I have done that effect
with Painter, and have not seen the same effect done by PSP.

I may well be able to get a little closer. It's not particularly easy.
Before I get too far into writing a script to do it, could you confirm
that you are running PSP8 or higher. I don't want to go through a lot of
bother and then find that you're running PSP7 and can't use scripts.

Learn to use the 3D effects tools on text. I just did something
similar for a corporate ad using PSP9. Just to see if it could be
used for that. It's just as simple to do it in PSP as any other
program I've used.
Choose a similar font to start with. Use your CTRL and SHIFT keys
with your mouse to drag the corners to the angle/perspective that
you want. Then apply the Inner bevel effects (under Effects, 3D
effects). According to your sample I would probably use a text
with a white fill color, and a black stroke border width of about
10-15 (hard to tell because it's all relative to your canvas
size). Your text stroke width is the black frame around your
sample, the rest is all worked on the fill color and inner bevel
settings. Use a gray light in your Inner Bevel settings, a
rounded bevel shape. A bevel width in the 20-30 range seeems to
be about right. I'm playing with it as I'm typing here and I get
something very close to your sample photo with settings like
those just typed.
You'll have to play with the various lighting colors, directions,
ambience, and shininess effects to get exactly what you are
after. That can only be found by playing with it.
unrelated comment:
A problem I ran into in my own project... if PSP only had
full-justify in their text options ... trying to find an easy way
to do that for large columns of text in PSP is a bit of a
nightmare.
I'll just have to port something out of Canvas I guess.

just use a lighter grey tone -
I'm sure there are some awesome silver Blade Pro effects out
there with this type of silvery look... make a search.

Yeah, I'm getting good results with inner bevel and gradients. One very handy
tip that I learned from the pinoy7 tutorials above was techniques using
selection contraction. I'm contracting the selection on floating text,
inverting the selection, then color filling the outer pixels, then inverting and
contracting, and doing the bevel. This gives me the outer light outline, a dark
outline inside, then the effect inside that.
One thing that I'm not quite following from the pinoy7 tutorials is his use of
alpha channels (eg http://www.dumlao.cc/psptutorials/chromed2.htm) . I'm sure
that I'm missing something, but they don't seem necessary to this particular
effect. Maybe 'cause I'm using PSP 8??

Saving a selection to alpha channel is a way of being able to use that same
selection again latter Maybe even a week latter if you save your work as a
spoilage. Having saved it you san do a select none add a bevel then call
back the selection contract it and add another bevel ect.
If I have ever spent time making a selection I save it to alpha be fore
deleting it then if I need it again I dont have to wasted time recreating
the selection, you can have more then one selection saved too
