Is there a polarization plugin/filter for PSP 7/8 or is it sometthing you
can not replicate?

If you can obtain the polarity information for your scene you could put
it into separate layers with a suitable blend mode (one for horizontal
polarization and one for vertical). Once PSP can access the polarity
information in this way, you can apply any of the existing plugins and
filters.

If you don't have the polarity information for the scene, there's no way
that a 2D image processing system can calculate it from the image
content.
