I am making some new wallpapers for the The Sims 2 and I have a blue and
white striped border (with a scalloped edge) that I wish to apply to a blue
background. However, because it was downloaded from the web, the background
is also white. I want to remove the background (make it transparent) without
touching the white in the image. What's the technique?

Also, whilst I'm asking, I'd like to know how to recolour a texture without
obliterating it (for example, the game comes with some quite nasty coloured
carpet which I can export (as bitmaps, the only format HomeCrafter (Maxis's
own design tool recognises) but I don't know how to recolour keeping the
texture.

Or how would I stain a wood texture (for a limewashed floor, for example)?

The (downloaded) images are all JPGs.

Thanks
