The answer to this question is not as straightforward as
you think. Here is why. Printing a picture at 6 x 4 inches
means that its width and height have to be in the proportion
6 to 4 units. This proportion or ratio is called the aspect
ratio. To print an image with a different aspect ratio at
6 x 4 you have to decide what to do about the non-matching
aspect ratio. You have two choices: (1) you can stretch
one dimension only of the image to make the aspect ratio
6:4, or (2) you can crop off (remove) some of the image
to make the aspect ratio 6:4. I would suggest you use
option 2, since option 1 distorts the image content.

To crop the image to the right aspect ratio select the
Crop tool and in the Tool Options press the Crop Settings
button. Enter the following Left = 0, Top = 0, Right = 600,
Bottom = 400. Note that Right and Bottom are in the ratio
6 to 4. Press OK. This will give you a crop box of the
correct aspect ratio in the top left corner of the image.
Put the mouse in the center of the box and drag it roughly
to the middle of the image. Resize the box to taste by
Shift-dragging a corner. Shift makes the size change without
changing the aspect ratio. Once you are happy, press the
Crop Image button in the Tool Options. Next do File >
Print Multiple Images. From the image list on the left
drag your image onto the "paper". Position the image where
you want. Drag a side or corner to adjust its printed size
in inches. This size will be shown in the status bar at
the bottom right corner of the screen. Stop when you have
a size of 6 x 4 inches. Reposition the center of the image
if need be and then do File > Print.

PSP9 provides a very nice and easy way of doing exactly what you want. After clicking
the Crop tool, go to the drop-down list of Presets. There you will find a listing of
many standard sizes (you can also create others of your own to add to the list). Then,
you can "grab" a corner of the outline and stretch it to crop the area you want. After
double clicking, the result will be a picture of the size you want.

So does PSP 8. Unfortunately the original poster has PSP 7.04.
This is just another reason to upgrade :)
