Adobe Premier Video Editing - general questions

I have some general questions about some functions in premier and I'm wondering if anybody on these forums can advise me.

For one, I've had issues with extremely slow rendering. I purchased a very expensive video card, but I don't know for certain if this will solve the issue. Any advice would be appreciated.

Also, I would like to know how I can edit an effect on a single clip after it is applied to multiple clips. I have been told this cannot be done, but I am certain it can.

Finally, in older versions of premier the second monitor defaulted to preview mode. How can I get the monitor to do this in pro?
