| Do the safe margin boxes reference specific formats where the video outside
the margins dont show? ie, the innermost box is what you would see on a TV,
etc?

If I'm not mistaken they are simply guides for what MAY or may not show on
any given TV.
Simply, the stuff outside the margins might show up on your TV but not on
your friends. And these are just guides, I've seen (can't remeber where)
someplace that you can set them to different pixel values if you'd like (NOT
recommended).

The outer frame is the so called "action safe" area. It means, that content inside that frame will be visible completely on most TV's.
The inner frame is called "title safe" area. This should be used for titles to prevent cropping by the TV.
