Creating a single layered page from multiple graphics files or pages (esp. PDF)?

Does Acrobat or Illustrator, or any other Mac-available app, have any
capability to combine a group of individual vector graphics files or
pages into a single *layered* graphics file, one layer per input file or
page? (Other than laboriously copying and pasting, one layer at a time.)
