Author changing the shape of a rounded rectangle

Two questions.

Given a rounded rectangle how would I produce a shape like the one at
the bottom of the folloiwng image?:

The bottom-most shape was produced in Photoshop - I got the original
rounded rectangle, took the inverse of it, and copy pasted the two
bottom most edges. Surely there has to be a better way, though.

Also... how would I go about changing the corner radius of a rounded
rectangle once it was created? I asked about this earlier, but posted
under an account I didn't mean to (and I've since deleted that post
from Google Groups).

Any help would be appreciated - thanks!
