In what version does this occur? In my old Illy 9.0.2 the CMYK Black
swatch is C=0 M=0 Y=0 K=100. Is this an option that can be changed? I
would hate for Illustrator to decide I should be using Rich Black for my
process work and have to continuously remember to reset Black.

At least CS is behaving so in CMYK mode (Color management on European
prepress defaults).
