I've got a 12 x 12 inch canvas. At the bottom left of this canvas, I placed
a 17mm logo, (which was 1200dpi) and converted it to a vector image using
live trace. I used the Effect-> Distort and Transform -> Transform function
to make multiple copies of the logo (about 196). Now these round decals
cover the canvas completely, with space inbetween. I then saved the file as
a .eps file. The file is rediculously huge (40+ MB).

I thought that eps files saved images as mathematical equations and that
they were super small. What am I doing wrong?

If your vector conversion resulted in an overabundance of points or nodes
because the underlying artwork was dirty or ragged and your trace was very
close, you'll end up with complex paths and a large file size.

If there is a way to recreate the logo from scratch with a minimum of
tracing, it's very likely you'll end up with cleaner artwork and a smaller
file.
