plt isn't a specified apllication's file type. it's the result of a print to
file (possible in every print dialogue in windows).
here one solution:

download a hpgl/2 printer driver (e. g. hp 1050 from hp.com) - as connection
choose during the installation "FILE:" - choose this imaginery printer in
illustrator, make the printer setup you need (paper size, color etc.),
print - then you have to input target and filename - the result is a
..plt-file (it could be necessary to rename this file to .plt) - if you're
using a win os

I thought the result was a PS file.

Now always. While 'printing to file' from Illustrator most times just
writes the ps code out, HP's also got a 'standard' printer document
vector language. It's used in CAD a lot.

Some of HP's printer drivers allow you to have it interpreted and saved
out in that format- rather like the inverse of many drivers taking the
ps output and translating to the printer's native language.
