Sure.
Make one paddle. Make the center. Position the peddle on the
center thingy.
Use the rotating tool. Hit the right amount of degrees.
Choose Copy.
You are in.

| um....
it rotates around the centre point of the wedge/paddle
not the tip as desired
changing the rotation point to the tip doesn't seem to help as it defaults
to the centre when selecting the ROTATE function
any ideas?

Make 1st wedge
copy/paste in front
flip or rotate 180°
shift/drag down till tips meet
select both, Object/Compound Path/Make
Effect/Distort/Transform: Transform
Rotate: 22.5° Copies: 15 and click OK
Now you've got it, but only the primary compound path is editable.
To make it editable go to Object/Expand.

| alternatively, you could make your first wedgie, and Alt-click on the very
tip with the Rotate tool, enter 22.5 degrees(or whatever). Click copy and
then press Ctrl+F any number of times to complete the shape.
Lastly, fill the shape with a Radial Gradient.
This should work well.
