Author copy layer from one file to another

Hello,

I use Illustrator 9 and have a problem with transferring/copying layers from
one .ai file to another .ai file.

I can select all my paths and then copy them : but the layers (or sublayers)
are always left out. Also the order of the paths has changed.

Isn't there a way (like in photoshop) that I can select my layer (with the
paths in it) and drag it to my other ai file? It doesn't seem to work.

On the Layers palette, Go to the drop down menu (sideways triangle on right)
and click on "paste remembers layers."
