In Illustrator 9 I can scale a drawing using Object>Transform>Scale and
setting a tick for Options>Scale Strokes and Effects and get the result I
want.

I would like to be able to scale the drawing proportionally and scale the
strokes as well using the keyboard and mouse alone. Is there a keystroke
combination combined with grabbing the bounding box that will do the same
thing as going through the menus? I can't see it in the Help.

The same option is in general preferences (cmd/ctrl-k) and in the flyout
menu for the Transform palette. It should be sticky so you don't need
to do it every time you want to scale.
