Author Can't paste onto targeted layer

I have a multilayer project. I want to paste a copy of an element onto
another layer. I copy it, lock that layer, then click the desired layer
(which is unlocked) to target it.

When I paste I get an error message, "You are attempting to paste or
drag into one or more layers that are locked or hidden. Do you want to
unlock and show all appropriate layers?" If I choose yes, Illustrator
unlocks the original layer and pastes the object into it.

In investigating this, I've found that if I make a new document and
create an object on it, then copy it, when I try to paste it into the
original project I get the same error message and if I click "yes" it
pastes it onto the background layer. So Illustrator is remembering the
layer of copied objects, even from other documents, and insisting to
paste onto the same layer. What's happening here?

Try creating a new layer. Then select the element you wish to copy to the
new layer. There should be a tiny colored square that shows up next to the
square in the layers pallet (the layer that has the object selected) Press
alt and drag the tiny square to the new layer and drop it. That should copy
your object to the new layer.

I discovered I need to uncheck "Paste Remembers Layers" in the Layers
palette options.
