was born in camden garden area?

If you mean J.M.W Turner, then he was born in *Covent* Garden.

At what point in his life? Born in Covent Garden. When he died, he
was living in Chelsea. He also lived on Sandycoombe Road in
Twickingham, Richmond Upon Thames. Most of his life he traveled and
had no particular residence.
