Photoshop always opens a picture at whatever zoom will fit it on your
computer screen without running into palettes. It makes no difference
what the zoom was when you saved it; Photoshop will open it so that it
fits completely on your screen.

Thanks for this information, even though I did not ask the question I
have been completely baffled by PS's behavior.
