Author help to sort old film picture

Although used photoshop for basic editing I would now like to try and
`restore` a few film pictures which I have now scanned.
Not knowing where to start I am looking for some advice and guidlines. I
have put a link to the type of picture I am talking about, it was taken at
night and with the wrong exposure on a disposable camera.
I realise I probably wont get an ideal picture but any improvements would be
good.
