Scaling an action

I found some time ago an action called "Bill's oil painting"- it was
dated 2003- and I ran it recently and it does a great job on relatively
small images, say 600 x800, but not on those larger, say 2000x3000. Are
there any rules of thumb as to how to scale up an action?

Or are there scaleable actions I might try - or a type of painterly
action that'd work well on larger, and a recommendation as to the best
site to find such? (I have posted to one of the Adobe forums, but no reply.)
