Hi,
I have done some work similar to what you are talking about, although
with puzzle pieces not stamps, and I used vector masks to begin with
but eventually went to custom shapes because of flexibility. Probably
one vector mask for the torn edges then one for the rectangular border
inside that, then a 'style' for a drop down shadow. I think adding
texture to the border and a cancellation stamp would be a nice touch
too.
Good luck,
Ron

I have some EPS stamp shape downloads here:
http://www.wizardofdraws.com/pages/epsstamps.htm
You can load them into Photoshop and use them as selections or masks to
create stamps as I did on my other site here:
http://www.cartoonclipart.com/main/form.html
The like shapes fit together to make sheets.
