Could someone tell me how/where to get the original GIF89A or GIF98A
plug-in objects into photoshop 7.0

If they aren't installed with PS7 then check the goodies folder on the PS7
disc. They used to include the plug-ins they removed there so that people
could install them if they needed them. There should be an instruction file
someplace on the disc tell you where to install them too.

Save for Web is so much better.

Upgrade to 7.0.1 by the way.

Ah, I guess my overriding question is -- this may seem stupid, but how
do you save a transparent image to presently smoothly/cleanly on the
web... or is that possible? If I have an imagine that you can "see
thru" 60%, is there anyway to save it to retain those properties in any
file format for common publication on the Web, so others see it the
same way? I thought GIF89 was the answer to how one should save these
kinds of images, but not 100% sure and my results are not good so far.

No, gif only supports one level of transparency; opaque or fully
transparent.

PNG will show translucence but it is not supported by Internet Explorer
before ver 7. However, there is a javascript that can be found on the
web that can help your translucent PNG display properly in IE when added
to your HTML file

but it may not be useful in your case.

No. GIF transparency is "all or nothing," and the most common PC Web
browsers do not support PNG transparency (thank you, Microsoft!).

If the image is going over a solid color Web background, you use Save
for Web, then set the "matte color" to the color of the Web page
background.

If the image is not going over a solid color background, then you solve
this problem by re-thinking your Web page layout and redesigning the Web
page.
