No, seriously, I was looking for a tutorial, but couldn't find it. It
works with
Filter - Distort - Displace, and then 'wrap around'.

no free transform will not do that unless you separate it all into shapes
and do each one by one, you might want to make path shapes and fill each one
with text? warp text?
look for tutorial on displacement maps
