| I am fascinated by the 'fractal art' concept, for example,

Can these effects be created in PS CS2? If so, how?
Are there any actions or plug-ins that could manipulate an existing image to
give it this 'fractal' look?

"mandelbrot.exe".

fractal images are created with a fractal image generator of which there
are many available for both windows and macintosh. the generated images
are patterns generated by fractal geometric equations. some of the
generators are freeware, some are not. the generated images can
certainly be manipulated, or edited, in photoshop but true fractal
images cannot be created by photoshop.
google fractal generator or something similar.

The link you posted is to the Ultrafractal site...go back and download
the trial version of Ultrafractal. You can make fractals with a program
like that, then take them into Photoshop for further editing.

The KPT plugins from Corel (now) have some fractal stuff, like fraxflame
which I use.
