You save it onto your HDD somewhere, anywhere. My Pictures Folder might be
a suitable place.
You open Photoshop then you do File > Open, navigate to that somewhere
where you saved the jpeg. Select the Jpeg, and click on Open.
You are NOT putting, taking or saving Files or Images into Photoshop.
You are using Photoshop to work on them, the files remain on your HDD

Open photo in IE or somewhere else, right click -> copy open Photoshop,
file ->new, edit ->paste

File>Open, navigate to the folder in which it is saved, click on it click OK,
or just double-click on the file.
If you do work on it, Save_As PSD, then into whatever format you will need
later.
