Snap to guides only works on second corner ???

| I often use guides to position a boarder round a picture. This is
spaced away from the actual picture on a usually white background
Once the guides are set I draw a rectangular marquee from opposite
corners and then stroke that.
I have to very carefully position the marquee over the first corner,
the snap to function does not work on this first corner. However the
marquee will snap to the second corner when the cursor gets near to
that one..
Is this normal behavior or am I missing something..

I just tried it with guides at 40 and 60% and it snaps equally well to
either corner, fwiw ...

You should be aware that while Guides can be anywhere, Marquee
selections are constrained to pixel increments. Perhaps that's the problem.

I still cannot get it to do that. I guess it is back to the manual.
Thanks
