What is the difference between Photoshop 7.0 and Photoshop CS? Sometimes I
see them used synonymously and some times differently.

Photoshop CS is a newer version than Photoshop 7.

If you open the About dialog for PS CS it says Version 8.0.

How hard have you looked for a comparison sheet?

The differences are minimal enough to get takers despite noticeable DRM
mini-controversies (including activation, macrovision, and the 20 dollar
bill thing). Adobe has a hard-on for that stuff. I often wonder if their
post-DRM profits support the estimated piracy losses. Anything above a
1:100000 ratio would suprise me.

In turn, there were vast improvements on folder and layer organization.
Adobe added color matching. Vector stuff improved. Ah, and the drop down
fonts show samples now, much like Office, only smaller and more difficult to
read.

Adobe also added tie-ins to all sorts of crap you don't want or need. Stock
photography is first on the list.

This is a very innacurate summary. You should google.

I can't see the style of the fonts only the name of the font in the dropdown
using CS maybe that is in CS2?

one thing I like in CS not in PS7 is the shadow/highlight adjustment. Use it
rarely but it's nice. I hate the Adobe browser it's nearly useless and very
slow, the built in windows explorer is MUCH faster.
Can't remember much about version 7, been using CS so long now.
CS2 is scaring me off due to the reported slowness many encounter as it uses
memory resources differently than CS. CS does more things than I need
already.
I hear the files from CS 2 are not backwards compatible, that is cannot be
opened by older versions?

I'm no big fan of DRM either, but Adobe has been ringing up impressive
financial results lately. For example Q1 2003 revenues went from $297M, to
$423M in 2004, to an estimated $630M in 2006. That's great growth. So if DRM
has had a significant effect, it's been to enhance revenues. The price of
the stock has gone from a low of $8 in 2003 to about $35 now. That's a 437%
increase in valuation. If I owned Adobe stock, I'd say it was more than
worth it.

That should be only 337%. :-)
