If the poster has only PS/cs then he's got the tools he really needs. Yes,
it's great to have Illustrator but later version of PS (CS) does a good job
for the $$$.

No argument from me. I don't have CS so I can't speak to it's capabilities.
I use Illustrator for text because PS7 just doesn't do what I need.

Once you have created your text, use the "Create warped text" button
(available on the Options bar when you select the Type tool) to call up the
Warp Text dialog, select the Arc style from the pop-up menu and then tweak
the sliders as required.
If you have Photoshop CS, create a circular path and then type on it.
There's good info in the help file on how to edit type on a path.
Trevor Morris has a good tutorial for earlier versions of Photoshop:

This can also be done in earlier version of PS by using the Polar
Coordinates filter on a super high resolution image of the text. The
reason I say you need super high resolution text to start is due to
the distortion and blurring Polar Coordinates create.
As for tutorials, any decent course on complex analysis (math or
engineering class) or simply google for a tutorial on it.
All said and done, the text on a path option will likely require the
least effort.

There are simple tutorials on the polar coordinates filter out there.
But they do not lead to understanding just the ability to use it.
Albeit, text on a path is the simplest way. But knowing multiple ways
to achieve the same effect lends itself to giving people the power to
do a lot more. Here, the polar coordinates filter lends itself to
warping any design to transform it into a circular form or vice versa.
