First you might want to add a border to serve as a mat, if so, do Image
> Canvas Size and in the dialog box check 'relative' and enter the size of the border, say 100 pixels or whatever.


Then click Window > Actions (if you don't already have the Actions
palette visible) and to the right of the Actions tab click the
right-pointing arrow and near the bottom of the menu click on 'Frames',
which will load a set of actions to build frames. To run one of these
actions just select it and click on the right-arrow icon on the bottom
of the palette (3rd from left). Good idea to work on a copy so you
don't mess up the original.
