how to correct underexposed photos in PS

| I would like to correct the scanned (with a Nikon film scanner) images
from a Fuji Provia slide film that was shot at 800 instead of 100. Is
there a combination of adjustments (for brightness, contrast, etc)
and/or filters in PS that would allow me to bring the images closer to
what they should look like?

Rescan and increase the analog gain to get the very best scan that you can
Get as many bits per pixel that you can. It is much easier to fix the best
scan possible.
In Photoshop, try the level tool, the curve tool, or both to improve the
image.

It won't make much difference to the task of improving the exposure.
However, you can make a larger good print with 4000 dpi.
