I am not that good with Photoshop yet, but would like to reproduce the
10 in this photo.

I have tried finding the font and came up empty. Any suggestions as to
what font is used or how to make a larger version of it in photoshop?

Try asking on alt.fonts or alt.binaries.fonts. Someone will recognise it.
