Photoshop is not a page layout program. Normally, one would create a CD or DVD
cover by creating just the images in Photoshop, creating the logos and such inn
Illustrator, then assembling the cove and adding text in a page layout program
like QuarkXPress or Indesign.
Yes, you can do it all in Photoshop, but it's more difficult and more
frustrating, and the results won't be as good.

JPEG is not an appropriate format for anything that will be printed; it's
"lossy," meaning it degrades the quality of the image. Only use JPEG for
situations where file size is important and quality is not important. that's
what JPEG was made for.
LZW-compressed TIFF is a more appropriate format dfor something you intend to
print.
How will it be printed? Professionally on a printing press? On a home inkjet
printer?

| At a guess one of the publisher programs MS do one as do lots of other
organisations
Serif may possibly have one for free
dig around
This in no way implies PS ain't anygood all it means is that you are looking
for a template that will allow you to do wot you want

Avery, the label company, had one, that works nicely in PS. I just put the
template on a Layer and use it for layout, then hide it for printing. I don't
know if they, or Fellows [SP?] still provide these, but mine works like a
champ and includes an outline for the CD's, inserts, etc. One could easily
make one with the Shapes Tool(s) in PS, and just tweak the alignment for their
printer and the sheets used.

| I'll tell ya what works great for that. Corel Draw.
Design your cover at the size the cover require, save it as a bmp or jpg,
and import it into your cd label maker program as the background. Done.
SureThing cd label maker is the program I have found to be the best.
