Author Can I convert image to look like Atari or NES style?

I have Photoshop 7.0 and what I want to do is to take an image, and
make it look like a old school game image. For example, if i took a
image of a flower and made it look like a flower might look on the old
NES or Atari. Like built with only a few blocks of color... Does this
make any sense? And is it even possible with Photoshop or anything
else?

Try Image>Adjustments>Posterize.
