Author Frame for images

I've some images (about 20) and would like to automate some things:
Originally, they are 1136x848 pixels

What I want to achieve is:
- set the image size to 200x149
- set the canvas size to 220x169
- put a "frame" 4 pixels wide on the border of the canvas: the frame must
have a gradient starting at blue on the corners and be yellow on the center.
- set the space between the image and the frame in blue
- set the 4 corners in blue.

Create an action. Start a new action and record all the steps on one
image then apply the action to the rest of the images.
