Author Rotate portion of layer... simple?

I'd like to select a portion of raster data in a
layer and rotate it 90 degrees counter-clockwise.

How can I do this?

Select

Transform --> rotate
or
Free transform

Select it and rotate it. (sometimes selection isn't neccessary if the
object is bounded and alone on the layer)

Edit - transform - rotate

I thought so too, but that just rotates the selection,
not the bits of raster underneath the selection.

1. Make sure you are using transform under the edit menu--not the
select menu. The first transforms what is IN the selection---the
other just transforms the selection itself

2. Make sure you have the right layer selected in the layers
pallete
