Author Software for interactive web sites

I need to make an interactive website for tech support.

The following is my understanding of how things may work. Please, feel free to suggest better solution.
The site will have preloaded page templates. Customers, field personnel in need of support, would use their browsers to upload pictures and enter relevant text information into templates. Each case will be assigned to a technician and s/he will be communi
cating with the customer through emails or by uploading additional info to the website.

My main DREAM is to have it all as simple as possible. My main question is what kind of software I can use to create interactive templates? I use WinXP on my computer. Know how to upload with FTP. I have made a couple of simple websites. Nothing beyond th
at. No knowledge of PHP, CGI, etc.
Customers are expected to be able to use a browser and an email client.
It's nice if the software is free, but if it saves me time and spares headaches, I'd pay up to a couple of hundreds dollars.

Someone suggested me to get a reseller account with Cpanel. It would simplify for me setting up accounts, security, etc. Something like http://www.hostgator.com/resellers.shtml

Well, I don't know of any packages already developed which do what you
want. There may be, but it would have a very limited audience
(websites, I mean, not customers needing help).

And designing something from scratch would cost a lot more than a couple
of hundred dollars. I would say multiply that by 25 as a start - and it
probably would be much higher, depending on what you want.

If you really want such a site, I'd recommend you learn PHP. It isn't
that hard. That will get you most of it. You'll need some SQL help
also, but that won't be too bad.

Just came across a whole bunch of wiki's. Are they of any use?

Then use one of the existing issue trackers to start with, something
like Bugzilla, Mantis or something of that ilk.

I wish I knew. I am a total newbie in this stuff. Going through a lot of reading and vaguely understand what I read. I keep reading anyway. :-)

FogBugz has a pretty good reputation and has defect submission, tracking,
and support forums.

Thank you for the input.
Fogbuz is a good software , but for different tasks.
In my case I need a web page where a person with very basic computer knowledge leave his input.

BTW, I discovered for myself a whole new world - CMS. Doing some digging right now.
