You set it up on your DNS servers and your Web server.
On the DNS server, you add the subdomain as an A listing and
point the subdomain to the IP address of your Web server.
Then you set up the subdomain in your Apache (or other) type
of Webserver.

If you have cpanel should be easy , if not , you can add via DNS
control panel ,
let us know if you have cpanel and can give you the steps..

As others have said, the answer lies with dns and configuration at your
server (such as cpanel). The thing which may not be obvious when you start
is that you need to have the domain, once you have the domain you can (in
theory) add any sub-domain you want. So in the case of del.icio.us, the key
is obtaining the domain icio.us.
