How can you add an existing forum into your website without be the
administrator of the forum?

It depends on how the forum software was programmed and configured. So
forum systems are "self organizing" which means the webamster or site owner
don't have to do as much management donkey work on setting up new forums,
closing threads etc.

I glanced at the 2 links. It looks like someone is either "crossposting" or
otherwise using the same message in multiple websites. So I am not real
sure how that ties back to your question.
