Vista comes with version 7. It's very different from previous versions,
or at least the management console is. From what I've seen so far, it
appears to be unrestricted in the way that the XP Pro version was.

Heh, so he did! Okay, to answer the question in reverse: they all do -
to some extent at least. The Business, Home Premium versions and
Ultimate all come with IIS in an unrestricted version. Home Basic has a
much cut-down version.
