True enough for pages which don't depend on it. However, many sites
contain title images and gradient backgrounds which depend on white being
the background. Forgetting to declare it makes such sites look broken and
unprofessional. Plus the selected foreground colour, if not completely
black, may not contrast as well with the user's default.
It's just common sense.
