Only its no longer produced or supported (a big bummer for those of us
who paid for it).

Sure it does. The development company Syntrillium was aquired by Adobe
back in 2003, and Cool Edit Pro is now known as Adobe Audition.

Does Windows still come with "Sound Recorder"?

Yup, accessories>enterstainment off the start menu>programs.
