There are a lot of hacks that will affect system performance just by
tweaking the software.

These include turning off unneeded background
services, optimizing the GUI for speed, hacking registry to remove DLLs
from cache memory, defragging. Doing any one might not have much effect,
but put them all together and there is significant effect. O'reilly and
other publishers have books out on XP hacks. You could also look at these

You might also want to try damn small linux from a CD or memory stick.
All the programs run from ram, and it it is really, really fast. If you
like it you can install it, or optimize another linux for speed. Use a
lightweight window manager like Fluxbox.
