Hosting providers are not blocked. It's the receiving system which
blocks email.

There are some block lists out there which receiving systems can
subscribe to. These are listed by IP address and are quite dynamic.
Whether or not a particular IP is listed now has no bearing on whether
it will be listed tomorrow.

And just because someone is listed doesn't mean they are a bad host.
They might have gotten a spammer on their system and were blacklisted
before they could get rid of him. But even if this happened - tomorrow
they'll probably be off the blacklists.
